CTO at Dolf Technologies · Saudi Arabia

I turn strategy into architecture, roadmaps and working AI.

I'm Reda Ghareeb, a Digital Transformation Consultant and AI Orchestrator. I've spent 20 years in technology, 15 of them helping Saudi government, higher-education and healthcare organisations move from scattered systems to a governed, AI-ready enterprise. I work the whole transformation lifecycle, from strategy and architecture to delivery and the operations that run it, and I own products from first design to go-to-market.

What I do

Six ways I help organisations transform

I start from what the organisation has to achieve, then work through architecture and governance to delivery. I've done each step myself, in government and in industry.

01

Digital transformation strategy

Current-state assessment, SWOT, initiatives and a digital transformation roadmap a leadership committee can approve. I build them against the national Digital Transformation Measurement (Qiyas).

02

Enterprise architecture

Business, data, application and technology architecture, current and target state, with the gap analysis between them. I work in TOGAF ADM and the Saudi NORA framework, and set up EA offices.

03

AI orchestration & enablement

Where AI fits in the operating model, which architecture to use (RAG, local LLMs, fine-tuning), and connecting models, agents and data so they produce outputs people can check.

04

Solution & cloud architecture

High- and low-level designs, multi-tenant platforms, high availability and disaster recovery, CI/CD and API gateways, hosted on Saudi cloud regions.

05

RFPs, tenders & bid architecture

Writing RFPs and evaluation criteria on the buyer's side. Writing technical proposals and making bid/no-bid calls on the supplier's side. I've been on both sides of the table.

06

Operations, service management & governance

Technology operating models and unit leadership, PMO methodology, service catalogues and SLAs, the handover of projects into operations, and build-vs-buy studies backed by evidence.

How I work

From current state to running platforms

  1. 1

    Assess

Current-state analysis across business, data, applications and technology, measured against the national indicators that apply.

  2. 2

    Architect

A target state everyone can agree on, a gap analysis, and the build-vs-buy decisions that follow.

  3. 3

    Roadmap

Initiatives and projects with charters, owners and budgets, approved by the people who fund them.

  4. 4

    Orchestrate

Vendors, teams and AI agents coordinated through RFPs, SLAs, pipelines and clear acceptance criteria.

  5. 5

    Deliver & operate

Signed acceptance and a handover into operations, with documentation the next team can use, then the service catalogues and SLAs that keep it running.

AI Orchestrator

Systems of models, agents and people

Wiring a model into a product is the easy part. The value comes from orchestrating it: deciding which model runs where, what data it can see, which agent hands off to which, and where a person reviews the output before it reaches a client.

Enterprise RAG as a service

I specified a retrieval-augmented platform using RAGFlow, OCR ingestion (olmOCR), Keycloak single sign-on and a user interface that follows the Digital Government Authority's platform standards.

Sovereign AI for education

I designed a high-level architecture for an AI education platform that runs local LLMs and LoRA fine-tuning, so sensitive data stays in the Kingdom.

AI-enabled e-learning

I wrote the AI-enablement blueprint for the Naahel learning platform: recommendations, adaptive assessment, AI tutors and learning analytics.

Agentic delivery pipelines

I build multi-agent workflows that draft proposals, storyboards, narration, images and video, with a review gate at every step.

AI across the operating model

I own the application of AI across all company operations under Dolf Technologies' 2026 strategy.

Northern Borders University · Enterprise Architect

  • Built the current and target state across all four architecture domains, plus the gap analysis, and submitted them as evidence for the national Digital Transformation Measurement (Qiyas).
  • The digital transformation roadmap was approved by the university's e-transactions committee in March 2021.
  • Served on the committee for the Digital Transformation Strategic Plan 2022–2025, and wrote the proposal that led to the university's EA Office.
  • Ran an open-source adoption pilot with Yesser, the national e-government programme.
